Charles Albert Small (CRD #1265587, Registered Principal, Sacramento, California) submitted a Letter of Acceptance, Waiver, and Consent in which he was fined $50,000, including $12,000 in disgorgement of commissions received, and suspended from association with any NASD member in any capacity for two years.
